Veilborne effect
Duskweaver caps Weave at 4 stacks, with each stack granting +7.5% universal damage and speed. Nightfall is reported to add another +10% universal damage and speed for 15 seconds at night after a sanity-costing self-strike.
Best build fit
General PvE or PvP builds that can keep Weave active. Its bonuses are not tied to one weapon or class path.
Use the effect as one part of the build rather than the entire decision. Your weapon abilities and class setup still determine whether the race bonus is active often enough to matter.
